Which tri-state?
If you're in the Philly (or South Eastern Pennsylvnia), South Jersey, Deleware tri-state, there's going to be some type of Hip-Hop Summit weekend on the 22nd and 23rd in Philly. A celebrity basketball game that Sunday and some outdoor event that Saturday. Also there's an afterparty on Sun at the First Disrtrict Plaza.

there are always festivals in Philly, but they are never inexpensive. go upstate, and have a blast.
