Right now, it would be hard to say that Joe Gibbs is the best in the NFL. Since his return to coaching, he has won 1 wild card playoff game.
Bill Belichick has won 3 Super Bowls in the last 6 years. In the AFC, I think that Mike Holmgren or John Fox would have a better claim than Gibbs as best coach.
I don't think that you can look at what "un-retired" coaches like Gibbs or Parcells did prior to their first retirement when you evaluate their current tenure.

At one point Joe gibbs was but how long has it been since he has won a super bowl?That's right, he last won a super bowl in 1992. The best coach, without a doubt, is my man Bill Bellicheck. 3 Super Bowls in 4 years with one team is a feat that no other current coach in the NFL has achieved.

Nope. Bill Cowher, as the longest-tenured head coach in the league, has dealt with countless losses of talent from his teams over the years and continually puts a consistent winner on the field. His offenses have come from being stodgy and predictable to taking on more of a big-play flavor, while steadily maintaining defensive units that are some of the most feared in the league. Steelers teams have tended to stay competitive year-in and year out since Cowher's arrival...oh, and winning Super Bowl XL didn't hurt, either...that pretty much cemented his place in the Hall of Fame.
Tony Dungy is the only competition Cowher's got. Dungy turned Tampa around and made consistent winners from a perennial loser and has done well for himself so far in Indy, keeping the offense hot while turning a former defensive joke into one of the league's most respected units. Remains to be seen how he deals with the loss of his running game (so just who is going to replace Edge's production? Rhodes isn't up to the job...), though...if the Colts slip, his rep goes with 'em...

Yes and this year he'll prove it. What really makes him the best is his ability to evaluate talent. In the N.F.L. personell is everything. The redskins have debth ,guys you never heard of like Nemiah Broughton and Chris Cleamons these guys would start on alot of other teams broughtons the 4th string tailback. Cleamons is a second stringer who was a 3rd before we got rid of Arrington.
Joe Gibbs knows how to evaluate talen't and how to get the best out of it. Making him a superior coach.

No, and far from it. Historically he is probably one of the best but recently he is hardly average. Holmgreen, Dungy, Belichick, Parcells, Shannahan, Shottenheimer, Coughlin, Cowher, Butch Davis, and Del Rio are top 10 coaches in the NFL
