I would say no. When i was in the army, people did it to indicate they were getting out of the army. In neighborhoods, im sure its something that kids just do. If it were to indicate drugs were sold there, and people knew about it to such a degree that it was discussed on yahoo answers, then I am sure the cops would know about it and I doubt drug dealers would advertise there business like that.

That would make sense because until now I figured it was the most idiotic thing to do... just never saw the revelance. You could take old shoes to the Good Will or something, but I guess drugs makes more sense

Not all the time. Sometimes it means that there are drugs sold in the neighborhood. Not just in that one house.
