places to visit depends on what kind of experience you want.for beaches-goa is great in the winters around the new year.cochin in kerela(for the backwaters, beaches, spas).if u r into water sports lakshwadeep is a great place but i think best time to visit it is in summers. if u want an ayurvedic spa experience go to ananda in rishikesh.its the best spa resort.if u want to visit historical monuments and do some shopping then rajasthan(jaipur, udaipur, jaisalmer, pushkar),delhi, agra(taj mahal, fatehpur sikri).

Nainital
Nainital is as glorious in the day as it is by the night. A star studded night by the Naini lake with the reflection of the little town deliciously cast on the lake and the atmosphere mysteriously swept by the mist at regular intervals is some of the few images that greeted you alighted after sunset one evening. Nainital has a peculiar weather, in that it changes constantly; yet there is no unpredictability as there is an expectation that the sun would hide behind the clouds, the clouds would make a crack for the sun to appear again, the mist would sweep the air, it would clear as well, a drizzle would ensue, and it would stop as abruptly as it had begun…..! It is this peculiarity that makes boating at Naini lake an extraordinary experience...

Except for the higher ranges in J&K, Uttranchal, U.P. and Himachal Pradesh, where roads gets blocked due to snowing, you can go to any place in India in December.
If you haven't explored Rajasthan and the tourist spots there are of your interests, you should go there, because rest of India is enjoyable in most of the other months of the year but Rajasthan is good in Nov to Jan due to severe weather conditions. Moreover, Pushkar festival in Rajasthan also take place in December. If you are a group of friends, hire a suitable vehicle for one week and cover most of Rajasthan. This would work out to be cheaper, convenient, faster and enjoyable.

New Delhi, the capital city of India is a must-visit in winters. Delhi looks really beautiful in winters. The cold wave from the Himalayan region makes winters very chilly here so if u wanna come here be ready to experience freezing cold.
But still, winters is the best time to visit Delhi !!!
