In music prior to the early 19th century, there were no specific time indications at all. For much of the music written in the past two centuries, there are metronome notations, and these determine the time-length of the notes in that piece. There is no set time-per-note standard.

the duration of a note is based on everything else going on around it, you cant give a definite time duration to it.
a whole note could last only a second, or it could last 10-15 seconds. it all depends on who is playing it, what the piece is, even how he feels that day. its all relative.
