Keep in mind that these procedures apply to carpet stains. Be sure to test all cleaning solutions on an unobtrusive area if you're trying to get paint out of clothing. Directly from the source:

For latex paint spills that are still wet, use the following procedures. Sponge the area with nail polish remover. There are two types of nail polish removers. One type contains acetone, a dry cleaning solvent. When using it, use the same precautions as with other dry cleaning solutions. The second type contains amyl acetate. It is used in many paint, oil, and grease removers. The amyl acetate may leave an oily residue in the carpet so you will need to follow it with a dry cleaning fluid. Sponge the area with the remover. Blot until the paint is removed. It may take several applications. Then, use a detergent solution to remove any paint color that may be left in the carpet. Blot with a white absorbent cloth or paper towel. Continue to sponge and blot until all the paint color is removed.

Finally, use an ammonia solution. Mix 2 tablespoons of household ammonia per cup of water. Sponge the area with the solution. Blot with a clean, white absorbent cloth or paper towels. Rinse with lukewarm water. Place a half inch layer of absorbent material over the area and weigh it down with a book or a heavy object. Let stand 4-6 hours. Remove the absorbent material and brush the area with your hand to restore the carpet pile.

For latex paint that has dried, apply a multi-purpose cleaner like 409, Fantastic, etc. Allow it to stand 5-10 minutes to soften the dried paint. Blot with a clean white absorbent cloth, or white paper towels. Continue until the paint is removed.

Thoroughly rinse the area several times with lukewarm water. A mist type sprayer works well and does not over-wet the carpet. Blot with a dry, absorbent cloth or paper towel and pat dry after each rinse. Several rinses are often necessary to thoroughly remove the cleaner residue. If all residue is not removed, it may attract soil to the area.
