Sometimes they can be removed with kitty litter. Sprinkle some kitty litter on the stain, grind it in with your foot until nothing but powder is left, and sweep it away.
If that doesn't work, try muratic acid. This can be found at your local hardware store. This is more hazardous to work with. Follow all of the safety and environmental instructions on the container.

After you clean the spot and get them to park the junker somewhere else, the stains will bleach out with time. I had some that are getting lighter and lighter after a few months.
