Well, there's not one answer to your question, as there are multiple styles of pissing contests. The IPCA (International Pissing Contest Association) rules state that height is the determining factor. However, the Argentine Pissing Contest style is scored on both height and consistency of stream: giving more points to those who can concentrate in a smaller landing zone.

Ok. Think about this. Do you want to judge or even witness a pissing contest where height is the determining factor? Eventually , someone is going to be bent over so far trying to gain height that it's going to look like a fountain (complete with splashing all around). YECH!
Where I come from it's a combination of distance and duration that wins the contest. It's distance (in inches) squared, divided by duration (in seconds). In some areas of the country, they're not that "mathematically inclined," so they simply add the two numbers to determine a winner. However, that doesn't really give the weight to distance that it deserves.
