YOu have to replace your Celeron chip with a new Pentium4 one. Can't upgrade processors.

I'm assuming based on your question. You probably have a store built computer. If so I would probably just purchase a new computer with a Pentium 4 in it for the following reasons.

1. Store built PCs (dell, gateway, systemmax) are kind of proprietary meaning they are difficult to make changes. When you do upgrades you find that the computer is not willing to accept the new upgrade.

2. Even if you could put in a pentium 4 your motherboard is old, your ram will probably be inadequate and other componets will not be up to par. With a whole new computer it's all be updated.

3. The pentium 4 might not even fit that socket.

4. The motherboard being the fact that You can't do anything with adjust speed settings witin the BIOS might not recognize the new processor.

You are better off with getting a new PC

You may need a new motherboard. Most Celeron processors are not mounted on motherboards that can accept Pentium 4's. Check the manufacturer's website.

If you have a Pentium 3 processor,you will need to buy a Pentium 4 processor to replace it. You can't update a processor to the next level. You may have to buy another computer.
