Since degregulation and many privately owned companies throughout the country, it is hard to find detailed analysis by region, i.e. who pays the least and who pays the most.

The range is fairly wide, but in general Hawaii pays the most and Kentucky is pretty close to paying the least.

Probably I do as I live in California. Currently 13 cents per KWH. For an apartment complex in Fresno I was paying not that long ago 22 cents per KWH (over 4,000 dollar bill) since it uses so much power (I pay all elec & gas for tenants) and gets into their penalty usage fees.
