Here in the US... the majority of the Community Service Block Grants are administered by Community Action Agencies. If you are a senior citizen or low income family, you can contact your local CAA office for help. (they usually have a regional name, like East Missouri Action Agency). Most of these agencies are also looking for contractors to help them with their scheduled work, whether it be new siding, insulation, weatherization, etc. So, if you are looking for help, or are looking to pick up work, helping, I would start there. They already have the grants, and the 'customers'.
HUD (Housing & Urban Development, sometimes also referred to as Rural HUD), is another government agency you can contact for grants.
Getting a grant, is a slow process. It is very important to follow the grant directions TO THE LETTER......Most grant review boards figure, that if you can't follow written instructions, youre not going to be able to follow thru with the grant requirements. There is a lot of work involved in applying for a grant, and once you have received one, in reporting your progress, and then finally, a summary, of how you spent the money, what impact it had, etc, etc. Many many grants these days, like to see you working with other agencies and resources too.... in order to make the grant dollar stretch farther.
As I stated... I would start with your local Community Action Agency first, whether you are looking to work, or need the work done.

Check in your local yellow pages for Seniors Services in the county in which you reside. There should be some help available there. Or call the city or county offices and ask for assistance finding financial help.
