Given the current population of approximately 6,527,598,541 (At 3AM EST 7/11/06), and your defined criteria of 1/16th an acre per person (or 16 ppl to an acre), that necessitates a land mass of 407,974,909 acres.

Since Alaska has roughly 424.5 million acres, it'll fit everyone with a little room to spare. But, some of those 6.5 billion ppl would be pretty cold. Just to be sure, let's check out the others -

Coming in at a mere 3.2 billion acres, Brazil would certainly fit the bill, but definitely wouldn't be the smallest place in the world. Since Australia and Russia are both considerably larger than Brazil, the answer is A

Alaska

I read somewhere that the whole population of the world could fit into St Petersburg Florida, with 1 square meter per person. I don't know which one of those on your list is smallest, but it has to be the smallest one, either alaska or brazil.
