I know that's what Microsoft calls their dictionary. But why do they call it that?

The only definition I found for Encarta is this....Encarta is a digital multimedia encyclopedia published by Microsoft Corporation. My guess is it's just a product name someone came up with.

"encarta" is middle Latin for "chartered", in the sense of set aside for a specified purpose.The word "carta" means "charter", is in Magna Carta - the Grand Charter. Here "carta" is the related verb, "to charter", and EN is a prefix indication "put into effect" as in enact, enable, enliven.

EN is the Latin derivitave for IN or ON. CARTA is the Latin derivitive for LETTER (as in a written paper) hence ONPAPER or INLETTER.
