Personally have never known of one, but if the shoe repair guy has a machine that cuts keys, it could be a good sideline if he had a shop in a busy downtown area that people would want to get done (usually for an above average premium price) on their lunch hour or break. If he becomes really good at it, all the better.
Where I live we have a jeweler who would sell batteries for things other than watches just for that reason; they saw a need in the market, choose to fill it and line their pockets at the same time.
Personally, I have always gone to a hardware store to have my keys made and it would depend on the person working the machine and their experience whether or not the key that was made would actually work, so there is a little bit of a skill and knowledge to doing the task (beside keeping your fingers out of the way).

1) Wrong category. This is computers. 2) Most hardware stores offer this service, Like Lowes, Home Depot, ACE, TrueValue, etc. Also many shoe repair places offer this, but call first. 3) Unless you're doing a lot of keys, it's usually only a few dollars to get it done.

I don't visit the shoe repairers to get my keys cut...I get them cut at a hardware store.

old shoe repairers used to be the cheapest place to get keys cut
they also used to fix bags sharpen knives.there is a great old style one where i live who fitted a strong leather belt onto a travel bag for me.old one is best.

Getting keys out of a locked car??? Slide a blood pressure cuff in the door, this is difficult, pumb the cuff up, slide in a hanger or whatever and "walla" you've got your keys out. If this isn't about a locked car then you've got me on this one.
