On the movie posters for Kill Bill it says 'the 4th film by Q.T.' But there's Reservoir Dogs, Jackie Brown, Pulp Fiction and From Dusk til Dawn all made earlier, what doesn't count?

Dusk till Dawn doesn't count. I think they only counted movies that he both wrote and directed.

from dusk til dawn was also by robert rodriquez.....but Quentin Taantino did a short called 4 rooms

because Kill Bill was originally planned to be one film but mid production he decided to split it up and make the fight scenes more awesome (longer). from dusk til dawn isn't one of his BTW

"From Dusk Till Dawn" doesn't count because he didn't direct it.
