A couple of ways, one is to go to search in your start menu and check for where it is: probably in your program files or your recycle bin though,
then, click on it in search. Right click on the icon, look at the drop down menu and copy it.
Drag and drop to your desktop. Or just drag and drop it from your completed search. There are other ways, but this might be faster, if you can't find it in your recycle bin because you deleted it already.

Right click on a free area in the desktop (not on an icon).
From the pop up menu select 'Properties'.
Select 'Desktop' tab from the dialog box.
Click on 'Customize Desktop' button.
There you can select the check box to display the icon you need.
This applies if you use Windows XP. For other versions also it is very similar.

Go down to the 'start' icon in the tray at the bottom left of your screen.
You should see the internet explorer icon there.
Right click on the icon or writing and you will see - 'send to'
click on 'send to' and you will get a menu with 'desktop' on it.
click ' desktop' and you will have your icon back on your desktop

Right click on an empty bit on your desktop, click properties. Select Desktop tab, click Customize Desktop, Check the box marked "Internet Explorer".
This works with WindowsXP SP2, and i'm pretty sure SP1 and SP1a also.

You can undo delete from your recycle bin. Another idea is to right click anywhere on desktop, click on shortcut, and locate>programme files then click on internet explorer.
Normally it should look like this:
"C:\Program Files\Internet Explorer\IEXPLORE.EXE"
Just copy and paste this line. You would get a shortcut automatically on your desktop.
