well most tunnels made now use a machine Called a TBM (Tunnel Boring Machine ) the machine has a round head on the front of it that is the size of the hole to be cut on the head are alot of little cutting discs that cut the rock in to small peices of rock and it is loaded on a convayerbelt and send out of the tunnel this maching also places peices of concret in a ring around the inside of the tunnel the machine then uses these rings to puch aginst to make pressure on the cutter face (the head with the discs on it) to cut the rock & for minning tunnels they still use the good old drill and blast to make those tunnels . the tunnels can be as deep as you want to go i guess it just depends on how much money you have . and most tunnels can with stand small eartquakes unless the tunnel is right over the fault but they are made to support the earth and can withstand most earthquakes .
hope that helped you out a little

First they dig a hole then they reinforce it so it doesn't cave in.
I hope this helps with your project.
