Depends on if the parent says it's OK. If the parent says no, then no.
If you are the parent asking the question, I suggest a program that tracks every site the kid visits.

Right now our lap top is at my future mother in laws until she can get a new computer. But that was pretty much the computer my son used, mostly because my fiancee is nervous of him downloading viruses from sites like Runescape and such. But he didn't take it anywhere with him. I think it's ok for a 13 yo to share a family laptop (do you really think it's ok for a 13 yo to have something that costs at least $500 to walk around with) but like I said before, do not let this kid be on the computer unsupervised, too many predators.

If the 13-year old is responsible and takes good care of things, sure. Still, youngsters are more likely to have something like that stolen, or to forget it someplace, or let friends download trojan and virus-laden crap onto it, so it might be good to get a fairly inexpensive machine to start out with.

It's okay if your parents say that it is. I wouldn't try to get one without their permission. There are too many nasties out there. A friend's 9-year-old son received an e-mail from a guy who wanted him to get a young girl for him to molest. He refused to do it, but it has been an extremely stressful time for him.

I think it as excellent idea providing you can look after it. in South Africa it would not be a good idea as your laptop would be stolen in about a day...
