You dont need a redneck...First if the wall is only for a garden ..car tires are a bit of an overkill. For a garden youd be better off using landscape timbers..predrill thru them and attach with the long timber nails. car tires would be ok for a wall to retain a whole yard or plot of land...however theyll look tacky as Hell!

You'd probably need to cut the tire then lay it out to create a retaining wall. It could work, but the effort you put into it may cost more than actually going out and using something different.
