I don't think you will ever find a playable cello for that cheap. Check out www.onlineguitar.com -- I bought a decent 4/4 cello from there for $399 (and that's dirt cheap). Nice cellos cost thousands of dollars.

Go to E-Bay and search you may find one there and also look at the www.craiglist.com.
I played Cello once and the Flute. If anyone asks you if you play the skin flute...your answer is up to you:)

I doubt you can. Try eBay. We bought a starter viola for about $100. Since the kid only played it for two years, we were glad we hadn't invested in a better quality one.
