You don't 'renew' it.

It is the limit to the ammount of data stream your account generates each month. Next month you start fresh.

If you mean on a website, it's the amount of data they will let you download or upload to their site. Most places like this reset your limit every 24 hours or every week depending on their setup. There's no way to get around it except to wait.
