Oh, I get it.
Sort of like: is the glass half empty or half full.
Well, this all depends on whether you view yourself as an optimist or a pessimist.
An optimist (being positive), would say "half full", or, in your case, half way up.
The pessimist is always looking on the gloomy side of things, so you'd be half way down.

However, if you were to take a psychological approach, say, something like Sigmund Freud, you could interpret this as some sexual allegory.
You are indecisive as to your real sexual nature - are you heterosexual or homosexual?
Being "half way", Freud might say that you are bisexual.

Yet, if you were to follow the theory set forth by Carl Jung, the stair analogy might be used as a metaphor for your conscience and sub-conscience mind.
And by that, I mean going down, you would be heading towards your alter-ego.
Up would represent your ego.

Which draws me to conclude that, much like the Clash song, you cannot decide: "Should I stay or should I go?".

This is just another way of asking if the glass is half empty or half full. I would say you are halfway up the stairs if that is the direction in which you are going and conversely halfway down the stairs if you are in the act of descending.

Depends which way you're facing! If going downstairs and 1/2 way there then you're half way down, if going up then you're half way up. It's not a case of a glass being either 1/2 full (positive) or half empty (Negative) so no reflection on your moods here! Having said that ... Should you walking up or down stairs while using your computer? Domestic accidents kill !!!

But find a poem by AA Milne "Halfway down the stairs" which was immortalised by Robin of the Muppets.

Google couldn't locate it but good ole YAHOO had it in a flash.
So bugger Google for searching. Gimme YAHOO every time

I used to say this poem to my kids as I took them up to bed in the 70s! Awwww! Bless!

I think it depends on which way you were going when you get to the middle - like, if you were walking upstairs, then you're half way up.

Would you be happy just to class it as "the middle"
If not, then I would say that if you are on your way upstairs, then you are "half way up" and if you are going downstairs, then you would be "half way down"

Everyone who says "it depends which way you're going" is correct.

If you're going up, then you're halfway up; if you're going down, then you're halfway down. Unless you turn round halfway...

By the way, your starting point is wrong - you can't say "halfway on the stairs". It doesn't make sense. But you could say "halfway along", at a push, which would be neither halfway up nor halfway down... my head hurts!
