Most people would mealy-mouth an answer about specifying which bit of string you were referring to.
However this lack of an essential indexical [to use a philosophically formal term] is not the first consideration.
There is another, more basic index, that needs supplying.
Length is a plane measurement, ie it is a single dimension.
If therefore, just to clarify things I answered your question by saying, "from end to end" I would still need to define the "ends".
Did I mean the longest dimension, or the one that went from side to side?
Convention states that we generally mean the former, but this IS only a convention. There is no compelling reason that says it cannot be otherwise.
Until therefore you specify which "length" you are referring to any whiney little answers about specifying which bit of string remain irrelevant.

It is a fraction of the whole. If you have 100 in. of string and take 991/4, then you have taken 991/4in. piece of that string.

A piece is defined by its whole, like a pie.

All types of string are very slightly stretchy so they have no fixed length and can't ever be measured. Thats the origin of the expression.

Impossible to say, you just have to measure and remeasure until it's no longer a piece of string, but a frayed knot.
