Yes, it depends on your budget. Hotel parties is nice, but it can be expensive. A second option is see if you can rent a bus. There are some buses that will allow you to turn it into a roving party bus. If you can't afford that, try doing a limo ride.
You should build the party around a theme as well. A good theme is usually Pajama, Masquerade or something like that. Ask a few guys are you High School if they're willing to come to the party and do a Chip and Dale routine for the B-day girl.

Have it at your house. Invite her best buds and make her favorite foods, have her favorite music and decorate like crazy. Don't have the party on her real birthday. Do it a few days before or after so she doesn't suspect. On the real day, be sure to tell her happy birthday and give her a little gift; she'll think that's all you're going to do. Ask her what she wants to do for her birthday; tell her you want to take her to a movie or for lunch or something. Have her come to your house (think of an excuse. you need to show her something new that you bought and get her opinion). Have everyone hide, of course. Be sure the guests don't park near your house and are there at least a half hour before she is expected. Make a collage of pictures with the b.d. girl and all of her friends; have everyone sign it, kinda like a yearbook. Tell everyone to write down one wish for her future or recall a funny memory they have of her. Have fun! You're sweet to be doing this. She'll never forget it!

Get her closest friends together secretly with her parents and let them know what you'd like to do for her. Together you and her friends and family can make a plan. I also had a surprise party before and my friends told me that we were going to watch a movie and i got to the house and next minute all of them jumped out shouting 'surprise'. Have fun!

If she about to be sixteen
ask her or u should know what she
likes......n thats what the party can be about
or go out if they have a teen club out there of
something go out all of yall
or have a pool party or something
but if u do sometihng big tell her something
diff. from what yall doing
n if u what it to be a big suprise party
make her think yall not going do nothing for her
n when yalll go where yall go she don't know
why yall going there

fist you'd have to figure out you budget and where you want to throw the party. if it'll be outside a home then you should find someplace to rent and make sure they will be available on the day you need. after that you can look for music and food. decorations would depend on what she likes. and of course make sure you get her parents in on this. they'll be a real help.

try to plan you and your other Friend about this party and don't tell him , then you call him and tell him i invite you to a dinner , and when he come surprise him that you make a party for him then give him a present.
