YES THEY DO, the harm is only that it leaks the baterry power, i mean think about it how will the sensors work without continous power,
and if it is equiped from the manifacturer it wont do any harm cuz the car already has emergency battery suply if the car is turned off so the alarm and sensors work without getting power directly from baterry, and in some cars (fancy ones) even if the baterry is not attached in the car the sensors and alarms still work!!!

it shouldnt short it out, but asl long electricity flows it can short out anything. if it is connected to the alternator it may be possible. check your wiring of take it to an installer so they can test your currents to see if they are touching anything
