Switch to a lower temp thermostat and gut the catconverters.

Cold air intake should cost ~$200 and an hour or so to install

Cat-back exhaust will free it up a little too - anywhere from $500-$1000 and another hour on a lift or two on jack stands

Handheld tuners will work good but a good shop will be able to tune your car to your mods - not some default tune made 10 years ago for a near stock vehicle

Really you got a fast car and street leagal, anything else you would do to your LT1 would make it illegal. I mean you can rip it upto 180 mile/hour which I dont think you have and I would sugest you shouldn't. Too much power already why do you want more?

I think there are some street legal headers you can get for that car where you can plug the O2 sensors back into them. That would probably really help if you were going to go with that cat back system. A K&N air system would work well with those too.

first things first. get a cold air intake, by slp, then a cat back exhaust by either borla or flowmaster. then a hypertech power programmer. all of that will set you back only about $1000 and its probley about 5-6 hours of work. but i am willing to bet you will see more then 20 more horsepower at the rear wheels.
