2nd question first: as other posters have said, clean your anus and rectum using an enema. Please note that for very explorative forms of anal sex, e.g. very large dildos and fisting you probably need to do two enemas with an interval of about half to one hour.

1st question: If you've never ever had any form of anal sex (or as) you should try exploring your butthole yourself with a finger, e.g. in the shower when everythings all slippery.
See what feels good, try relaxing the anal sphincter (pushing it out) and puckering it up. A little exercise like this will make things a lot easier when somebody tries to penetrate you.
Second: use lots of lube. Lube can be water-based, oil-based or made from silicon oil.
Water-based dries up fairly quickly but is ok with condoms: this type includes K-Y, sensilube, aqua-glide and the famous J-Lube. Oil-based does not dry up but rots condoms: vaseline, crisco and nivea cream are typical oil-based lubes.

I'll go ahead and warn anyone who does not really want to know the answer to NOT READ ANY FURTHER;

Step one is to do as much of a natural cleansing as possible. In other words, sit on the toilet, and do your thing. Fecal matter is rarely "stored" in the rectum unless it is ready to come out, so go ahead and get rid of whatever might be there.

Often, just taking a shower afterward should be enough to get you ready. However, if you feel like you need additional help, you have two real options - an enema, or an anal douche. An enema is very invasive, and in some cases can cause more of a mess than it prevents if you're not able to fully expel all of the liquid. There are less invasive anal douches that accomplish the same thing but are easier to use and don't present the same problem. You can buy these at *some* drug stores or online.

If you have time to plan far in advance, try to eat foods high in fiber to make the whole cleansing process easier.

Realistically speaking, there's not an overwhelming amount of cleaning that needs to happen beforehand. At minimum, a thorough scrub in the shower should be fine. Unless you haven't had a bowel movement recently, you shouldn't have any concern about cleanliness.

Grab a good lube and start slow. Maybe even try a small *********, first -- as the hardest part is entry. There are even creams you can buy to dull any painful sensation.

But to your original question, the absolute best way to clean out your anus before anal sex would be an enema. Although definitely not necessary.

Make sure and wash AFTERWARDS, though. :)
