Yes, it is safe. I would recommend limiting your time in Tangiers. The city can be a bit rough around the edges and tends to be the port through which many travelers pass and return home with a bad taste for Morocco in their mouths. Morocco is a wonderful and beautiful country! Depending on how much time you have, I would visit Marrakech over Fez. Head south from Tangier via train. You could stop in Rabat for a short spell, avoid Casablanca, and concentrate on Marrakech (Jma El Fna), Ouarzazate (Ait Benhaddou), Essaouira (Castle in the Sand), Tarroudant (Painted rocks, I cant remember), and Merzouga (dunes)...plus there is tons in between. If you can afford it, rent a car and drive from Ouarzazate to Merzouga...absolutely breathtaking scenery.

My wife and I were in Marrakech last year and we bumped into a group of Australians who just came from Fez. They mentioned that in their week travelling around in Morocco, their experience in Fez was the worst where it came to being hassled. My wife and I were at first pretty uncomfortable with the forwardness of the Marrakechi people but apparently that was nothing compared to Fez. But you will soon realise once you're there that the Moroccans are very friendly people and not once did we not feel unsafe while we were there. We were able to hire a not too expensive tour guide for the day to take us to Ourika Valley, and that was heaven on earth. Where accomodation is concerned, it's always nice to stay at a Riad. It is normally a bit more expensive than staying at a hotel, but well worth it. Every 'tourist' place you go you are going to be hassled. The hassle that I received in Morocco was nothing compared to places like the Bahamas (worst) and Jamaica.
It may be possibly because it is easier to ignore someone who either doesn't speak english or is so broken you have to concentrate to understand what is being said, where in the countries listed above, they speak English.
Morocco is the SAFEST Muslim country in the world especially if you stay to the north or if you are in the south in Fes and Marrakech. The only place that can be dangerous is the Western Sahara and there is no reason to go there anyways.

If I were you I would onley eat the food in the hotel not in the city because you can get a perisite like a worm.I went there when I was 7 and I cant realy remember the hotel names but please stay in a nice one they dont have perisites.
