Be careful. It is natural if you are an ordinary bloke to have a look, indeed perhaps almost impossible to stop yourself, but you could well get yourself into trouble for sexual harrassment.
I think you should probably speak to your manager. Say that you feel the Receptionist's dress is inappropriate and that you feel she should be asked to dress sensibly. Keep a record of this. After all, her inappropriate dress could also be sexual harrassment.
If you are unattached and a similar age, and you think she fancies you, how about asking her out, e.g. for a drink after work? If she says no, leave it. Only ask her once.
I fear the answer may be to look for another job before anything untoward happens.

Ah the conundrum that has puzzled us chaps in the office for years. When I start work, the first thing I do is get friendly with the receptionists, they always have fit mates on Friday nights, and are always game for a laugh. I'd have got in there ages ago, but if that's too late for you, just wait till she's talking to another memeber of staff. and then just sidle up next to them, waiting to speak to her, this should buy you a minute or two of good, clean viewing time to top up the w'nk bank ..... then just ask her for a stamp or something when she's free to speak to you...

If the lady chooses to wear low-cut top for work, then she should expect to get attention from men.
And perhaps you shouldn't worry too much that she will notice you looking down her cleavage. She is asking for this kind of attention with her choice of dress.

Why does it have to be unnoticed? She is wearing low cut tops for a reason you know, she is showing off her assets. If she wants to show it you can look just don't be too obvious and she may not mind. Just don't start drueling or stare.

Get your wrinkled chipolata out and approach her desk. She will be so horrified at the hideous sight of your flaccid member that you will be able to stared long and hard at her engorged orbs without arousing the slightest suspicion.

You really do play with fire here my friend.
I always favour a subtle system of car wing mirrors(you should be able to gather these along your road) attached to the walls leading from your office to hers. Electric ones are better as these can be adjusted as she moves around for filing etc.
