I dont know where you can buy a 2nd motorcycle for your husband because you didnt specify what kind your interested in BUT I wish more wives were like you ,maybe I'll be married by now

Best and cheap are two words that usually don't work well together. If you want the best bang for your buck, Id get a Rebel, or shadow. I bought a 2001 Harly davidson Sportster 883 brand new for 7k and a 99 susuki katana 600 for 4k. The suzuki was way more fun than the harley, but I dropped it going fast, and had to sell it. Id suggest getting either one of the bikes. They are well worth the money and very fun to ride.

James G gives good advice.
Having said this, I would go to eBay motors, and look for a Suzuki SV650 from a reputable seller. It's an excellent bike that would suit a beginner or an experienced rider. Harleys are usually way overpriced, so I would not recommend that option.
