the only one i found that is smooth and goes on eaily and stays on is estee lauder thats the only thing i buy from them i just love how smooth the pencil is good luck :)

I would use Almay Intense i-color liners - available as pencil liner or liquid liner, pending your preference. It's glides on easy & it's waterproof.
Regarding removing eye makeup, you should use Almay makeup remover pads. They are the best & the market leader. You should use this regardless of eyeliner/mascara you use.

She shouldn't be using a liquid liner on the inner part of her eyes. Try finding a good, but cheap pencil liner for the bottom lids. Liquid liners are great for the top lids. :)

The Body Shop have lovely soft eye definer pencils which fulfills your needs. Note that with any eye pencil make-up you need to sharpen it before you use it.

If you want to know what is in your OTC makeup and lotions google "rendering plants" to find out. The Arbonne eye liner that I just started using went on great and stayed on all day. When I washed my face that night it came off with just my cleanser and water. Because it is herbal and botanically based it doesn't irritate your eyes.

The best I've found are Covergirl CG Smoothers. You can control exactly how heavy or light it is, and they glide on much better than any other pencil i've used (I've found liquid liners harder to control).

The maybelline eyeliner that you don't have to sharpen (it just twists up) is good.
Anything is easy to remove with good eye make up remover, try one with 2 layers that you shake together

Maybelline has a good pencil. And L'Oreal has a good one too.
