Old Delhi areas especially in Chandni Chowk, Kashmere Gate-Hamilton Road, Sadar, Nai Sarak, Khaari Baoli, Azad Market..... are famous for these snacks and the kind of Kachories you are looking for. Then in various localities also, there are a few famous shops scattered all over Delhi. Had you mentioned your locality, perhaps some suggestion could have been forwarded.
Though out of place to mention here, If you happen to go to Jaipur next time, do try the kachories there - I think 8 -9 types of Kachories are made there including sweet one of Mawa; they are khasta and tempting when taken freshly made. Bapu Bazaar, Chopar, Road from Sanganeri gate to Narainsingh circle and Raja Park have some famous Kachori makers.

chandni chowk , at the entrance of paranthe waali gali there is a small kachori waala on the corner just 100 metres inside the gali.
another is a gupta kachori waala in shaikh sarai phase - II, at the back of the transport authority on the main road, excellent kachoris
