RE looks cheap in that area, on the bank of the river in health resort. Please advise is it worth buying? ?

It stands on the slope. It has only walls and roof.The base is 70 cm, it occured little shrinkage. Built in 1996. But specialist says that reinforcement of base will help. I planned to buy it and sell to guys from capital. In our country there is demand now for houses in nice areas.
