There is the "NET" at Downtown (look at: http://www.norfolk.gov/Visitors/net.asp), a line with battery powered buses.
This and the other services are operated by Hampton Road Transit: http://www.hrtransit.org/
They are planning an streetcar/tramway/light rail (it´s all the same) system and a frequent passenger rail operation to Richmond (http://www.rich2hrrail.info/index.html).

There have been some complaints about the local bus service. Too few service lines resulting in long circuitous routes. There's been a light rail plan approved but that won't be built until after 2010. In a nutshell, current public transportation sucks. You are going to need a car and be prepared to sit in traffic.
