Easy enough.
First, they enter a pressurized room. The door behind them seals (The one that leads back into the ship), and the door in front of them opens, allowing them to into the sea and out of the submarine.
Then, when they come back, the outer door opens. The divers enter and the outer door closes. The water is then pumped out of the submarine with pressure pumps. The inner doors open, and the divers come back in.

What's a sub-ranjan?
I'm not sure if people would normally come out of a submarine when it's submerged. Depending on the depth, it could be rather dangerous as the difference between the water pressure and the air pressure inside the sub can be dangerous for the diver when he returns. Unless the sub has a decompression chamber on board (which in itself is a hefty piece of kit), nitrogen poisoning (decompression sickness or the bends as it is known) can be fatal.
Otherwise, water can be generally kept out of a sub when a hatch is open if the hatch is on the bottom side of the submarine's hull. The air pressure inside the sub keeps the water out. This is as long as the sub isn't submerged too deep, and that the water pressure outside the sub is less than the air pressure inside the sub. The water pressure is higher as the sub goes deeper.
Think of an upturned bucket in the bath. Turn a bucket upside down (so that the rim is at the bottom) and put it in the water slowly. The inside of the bucket will remain dry even though it is underwater.
Oh, looking at the previous answers I suppose an airlock would do the trick in deeper water. Though I'm not too sure whether this would sort out the decompression issues. Hmmm... never mind my drivel.

there is a double doored chamber; so you enter the chamber from the dry end close the door behind you then flood the chamber with water and open the outer door to depart to the sea. Easy isn't it? getting back in is the reverse procedure, but you pump the water out to dry the chamber ;) H
