There is a special paper that you can print on, then iron the image onto t-shirts. It is expensive and only good for low volumes. For large volumes, use silk screening.

A silk-screening machine. I once designed some artwork that I wanted on T-shirts for my friends and maybe sell, so I went to a print shop that advertised they did silk-screening and I supplied the T-shirts and they did the artwork. I was even able to sell some at a rock concert. I'm not a professional printer and can't offer any further info about silk-screening itself, so my suggestion is to research this process.

Soak screening. I favor vinyl iron on from the community swapmeets in spite of the indisputable fact that, because they're going to under no circumstances and when I say under no circumstances I propose under no circumstances fade, no longer like the shirts that are printed from the factories.
