I'd think not. Take some water purification tablets with you.

There are three options, with regards to drinking water in Vietnam.
[1] Some of the larger hotels and tourist areas have a reverse osmosis system. Retaining water bottles is essential.
[2] Military type purification tablets work fairly well; but thirst in the 45c heat will cause your water supply to dwindle quickly.
[3] Bottled water is also a good way. Buyer beware, some of the bottled water at road-side vendors is actually reused bottles that are sealed. That seal is a false sense of security.

Being somewhat non-trusting, I filled my bottles at a hotel with a purification system. I would also use a fourth of a purification tablet.

A good rule of thumb for retaining water that you will use a purification tablet in is to watch which water supply the locals use. Also, agitate your water several times during the purification tablet cycle time.

If you drink a lot of cola, this will cause thirst to be multiplied. The carbonated water causes your body to work harder, creating more and more thirst. Boiled flower tea and black tea will actually help you with some of the water problems. An antioxidant tea is exactly what you will see the older Vietnamese drink. When in Rome, do as the Romans do. Drink the hot tea.
