what I do know is this:
the sex offender label is being watered down by overuse, and "better-safe-than-sorry" application. I personally know of someone who was so labeled despite the accuser's own mothers testimony of doubt and that the daughter was out of control and loved to cause trouble.
such indiscriminate labeling destroys lives and creates a "boy who cried wolf" atmosphere that makes it much more difficult to dintinguish those who are a true threat.
