yes they are smart but being an animal they are not capable of managing the system or sources that will help him in making the contact.

There are no other planets with dolphins. Only Other forms of human life.

Have you asked a dolphin who he communicates with??
Did he tell you he doesn't communicate with dolphins on other planets?
Maybe they do, and just don't want us to know about it!

They may. But we may not know they are. Dolphins communicate via sound. An echo of sorts. Sound can travel distances. We may not be able to hear or understand if they were communicating.. If humans are so smart, why don't they communicate with other beings like them on other planets?
Answer to both questions:
A) too far away
B) there are no similar beings on other planets

They are very smart...smarter than you to know that the possibility of dolphins existing on other planets is zero point zero one recurring. That is to say, ZERO!!!!
