These speeds are processor frequency only. Actual working speed depends on Processor type also.

Empirically that is the best I can say, but it is likely that a Sun or Cisco server has something faster.

Some Japanese nutjob managed to overlock a P4 to 7.1GHz.

commercially, it would have to be the AMD athlon X2 socket 939 or 940 dual-core processor. It's the best i've seen anyway.
