Two reasons for the blue color:

(1) The stars in the M45 cluster are young and hot blue stars.

(2) Reflection nebula shine by scattering the light from the stars. Blue light, with its shorter wavelength, scatters the most. The same is true in our atmosphere and is why the sky appears blue.

Reflection nebulae are usually only blue. Emission nebulae can be green or red or both. None of them are exactly "brilliant". They are all quite dim actually. The brilliant colors in photographs are due to very long time exposures than makes dim objects seem brighter than they really are.
