I read the answer to this question in "Dear Abby" once. I can't remember for sure but I think that the Salvation Army does help you find someone but there are caveats such as the person has to a family member and they have to want to be found.
I don't know for sure so I would advise you to call the Salvation Army and ask them if they do this and what the conditions for a search are.
There was another group who did this kind of stuff too...maybe the Red Cross. If all else fails, write "Dear Abby."

The Salvation Army really isn't set up to find missing persons. They do have you sign in and they keep a log, but it is only on paper and is not searchable. Plus the various Salvation Armies aren’t connected. Also they only let their guests in for the evening. After breakfast they are forced out into the streets. In the shelter I stayed at they would let the guests in around 5 pm for supper. It is served in a cafeteria, and believe me the Army serves better food. They close the kitchen around 6 pm and then at 7 pm they had "quiet hour." The TV in the common room was turned off and everyone had to sit quietly or go to religious services (boy are they real bible thumpers). Bed at 10 pm, wake up before 6 am, breakfast is finished by 7 am and they are put out on the street again (these times are based on the Central Time Zone).

If you are trying to find someone then check out the local shelters yourself. Don't talk with the staff, talk with the guards at the front door, and show them a recent picture. You will get a better response from them, then try the staff. Or you could come by at suppertime or breakfast and watch who comes and goes. You can find the addresses of the local shelters in your local phone book.

Have you filed a Missing Person's Report yet? You can file one after 24 hours. The police won't help you much, but if you told them that you thought he was in a Salvation Army Center then they could make a few calls. The Salvation Army Center will be much more likely to talk with, and give names to, the police.

Or you could try and hire a PI. Prices vary, but some specialize in finding missing persons. If it is true that the person you are looking for is in the Salvation Army then it should only take the PI a day or two to find them, longer if you don’t know which one though.

A little warning; almost every bad story you have heard about bums and the homeless are true, for about 25% of them. The trouble is finding out which ones are in that 25%. You could hire a Salvation Army guest to look for your missing person. Offer then $15, and don’t let them try to raise the price to anything more than $30, $20 is a pretty fare price. If you are worried about them using it to buy booze, then give them coupons from the closest fast food restaurant. What they do with them after that is their problem.

first off I assusme someone is missing and you assume they are at the salvation army shelter. I am not sure if the salvation army can give out information as to who is staying there. Maybe you need to contact the police.

what country and why are they missing??

There's many different numbers for Salvation Army Missing Persons in the UK and Australia and numbers for those missing after Hurricane Katrina in the USA....more info would most certainly be beneficial
