You always have to consider that 4 years is not enough time to get done. So if presidents REALLY get something started (which most don't because they want to get re elected), then they need to consider the American opinion-whether it be reasonable or not. In that sense, yes, they should consider it. But if they try to be this bold, one-term president, going against the public view for what they truly believe in, it means they're taking a huge risk. It might look bad after 4 years even though it actually makes for a more perfect system. And maybe it just gets screwed up. Then they won't have the next for years and they've lost it to the other party. Oh and all of these points and many others lead me to believe that a presidential term should be 6, not 4.

It really doesn't, democracy is the illusion perpetuated by a ruling class on the people to give them the false sense of control over said government. The real quesiton you should be asking is 'how does policy influence public opinion?'

It does only slightly. Mostly policy is not fully understood by the public, which is why it's possible for the media to determine public opinion.

It doesn't unfortunatly. Interest groups influence policy. it is bullshit.
