That really depends on the place you're going to. They're all quite different - even different departments work differently. You'll probably need special approval but if you can justify it well enough they may well let you.
I got a minor when they'd stopped offering minors altogether here at the University of Tasmania, I had to ask them to do that for me, but they did because I argued my case succinctly.
Reference it to your work and interests and see what they say! But I can't talk on behalf of your chosen College/Uni - try Student Services or a Course Councellor.

you can, but most jobs dont care about what you minor in because theyre just for personal benefit
double majoring in most cases is a better idea, especially if the two majors are within the same department/college (sciences, social sciences, humanities, etc) and sometimes you can end up with two different degrees

Yes,,one can. I pulled a Psychology major,,with an Eglish/History minor. These days it might be easier to do a Business/Sociology minor. It all depends on where you are going in life.
