Because a soccer match is already (at least) 1.5 hours long, and it isn't a stop time sport. If you were to add video replays that would waste regulation playing time, and necessitate even longer injury time additions. This would greatly increase the length of each match. NBA games are only 1 hour long, so the extra time added per game because of time stoppages for replays and time outs makes it approximately equivalent to the length of an entire soccer game.

Replays would also greatly interrupt the flow of each game, making it less enjoyable for players to play and fans to watch.

Many feel it takes away from the game. Aside from the injuries, Football is a fast paced, continuous game. With as much b.s. diving that goes on, you bring in replays and it would end up like the NFL. 60 minute matches going on for about 3 hours.

Because the nature of soccer is that the game is for the players, and anytime there is a stoppage, the most important thing is to get play restarted.

It is a continuously flowing sport and not meant to be interrupted.
