I wouldn't say it's easy to get dating friends in Dubai but I think night clubs would be your answer.
Streets, malls or cafe houses aren't the palce to find your mate there.

In Dubai there are a few places where you can pick up chics from around the world, The best spot to go to is Cyclon or probably Imperial....
Don't forget the place closes at 3am so get there around 10pm and have fun, Heard the Turkish women are Nice...
