I want to be able to ensure my share of the bandwidth. Is there a program I can use to ensure I get my share of the bandwidth? Our network administrator is no help.

We are deployed in Iraq right now, and we have the same type of connection, and the same issue with people using Filesharing, Webcams, blah blah blah. I installed a Linksys VPN switch and this allowed me to restrict access to certain things on the Internet, like blocking yahoo video ports etc. I do not use the bandwidth regulation option, i just blocked Filesharing all together. But i believe there is an option to disperse the pipeline evenly amongst all the users. I know there are certain software options available. You should also try using a Network Analyzer like solarwinds, or PRTG. This will tell you who pulls the most data and when. Than you can kick them in the junk:)
