all good suggestion but your motherboard bios can see if the fan is working in most newer systems atleast.
power down then power up, follow the instructions to get in to your system BIOS. you can then just scroll around until you find the page with the cpu fan etc on it you may be able to adjust the setting for what temp it turns on and off.
typically you want the fan on from as low temp as possible (mine is set to be off at 20C on at 21C fully on at 25C.

your motherboard manufacturer should be able to provide you with a utility to monitor these settings from within windows. so find your board makers website and browse for free utilities for your system.

When powering the system, you can notice the there are infos that are generated on the monitor, information about what is installed, and also included was the fan speed in RPM, CPU core, heat generated by the CPU, etc. that was programmed on the bios. some are softwares that can even adjusted, but i think some other program is not accurate to measure the speed of the fan etc.

There are numerous softwares which tell you the RPM of your CPU fan. Try Motherboard Monitor. It supports most of the motherboards, but do check for compatibility before using it. Also, you can try CPU-Z. Both the softwares are freewares. You can download it from different sites. Google for it.

Hope this helps.
