I believe he hadnt gotten his hair cut in the past four years flowing up to the cup and he told the team if they won he would let them cut it.
I had a similar deal with some friends I worked with before. Its a great inspiration for people to have more than just the one goal in mind so there is no slack taken.

I'm assuming that he vowed not to cut it until Italy won the world cup.

he told the team that he would cut his hair if italy won the world cup and wen they did his teammates cut his hair in the locker room itself without hesistating but ha said that he wud grow them back again.
he told this in an interview

maybe it was a bet that if they won he must cut his hair so he won't look like a sumo wrestler anymore. i on the other hand think he has nice hair and he shouldn't have done it.
