If it is outside the US, goin to need a passport... it just works that way.

Probably can get a cruise tho...

Well, until the end of they year (December 31, 2006) you can travel to Mexico without a passport. All you need is your original birth certificate and a photo ID. I would reccomend Cancun, Los Cabos / Cabo San Lucas, or Playa Del Carmen. You can usually get a decent deal on airfare to Cancun. All inclusives are the way to go in Mexico. How about the U. S. Virgin Islands? Not technically outside the U.S. (it's a territory) but it feels like it. Only problem is that you have to stay in the U.S. Islands, you can't cross over into the British Virgin Islands without a passport.

You might like to go to Puerto Rico. It is a US territory and you do not need a Passport only a government issued id like you would need in the US. For a warm sunny spot.
You can also visit Guam.

Puerto Penasco in Mexico. Just get yourself a temporary visitors visa with your birth certificate and state ID, You can get it from the Mexican Immigration. You can travel there through the state of Arizona and cross into the Mexico border. Find yourself someone who is going that way the same day you are, it's all desert driving.

Until 2007 you can travel to Mexico or Canada with only a birthcertificate.
As to the Hawaii answer - that IS the US!
